Bac Jiang (VNA) – Bac Jiang Province (North) plans to focus on accelerating digital transformation, building e-government, digital economy and digital society, according to the Provincial People’s Committee.

This decision aims to benefit both individuals and businesses, improve the efficiency of local government and stimulate social and economic recovery.

Priority will be given to healthcare, education, environment, natural resources, industry, investment attraction, agriculture, transport and logistics, tourism, media and justice.

The county plans to transform its traditional postal services into the digital age which is an essential part of the infrastructure of the digital economy to enhance e-government and digital society.

It envisions the digital transition of telecom infrastructure with the goal of expanding 5G service coverage to all residential areas by the end of this decade.

Bac Giang also builds and develops fiber optic cables within and between provinces to keep pace with the growth of local broadband services and smart cities.

Communication cables will be underground in all new industrial areas, residential and urban areas. To date, about 40-50% of existing industrial complexes, residential and urban areas have cables installed and buried underground.

By 2030, the province will focus its efforts on expanding digital platforms, while applying new digital technologies in public administration reforms, building smart cities, and modernizing e-governance infrastructure.

It plans to develop a regional data center and database to promote key economic sectors. At the same time, a security operations center will be established to facilitate the safe operation of e-government.

In addition, the province will also use Fourth Industrial Revolution technologies (Industry 4.0) to accelerate cashless payments, automated environmental monitoring and electronic health records, while developing digital content, media and marketing, and strengthening the creative industry and digital content ecosystem.

There are currently five mobile network operators in Pak Jiang with more than 1,400 base transceiver stations (BTS) and more than 5,200 km of cable, 10% of which is underground. The coverage of 3G and 4G mobile networks in the county has reached 100%.

All departments as well as departments at the provincial and municipal level have connected their local area networks to a district WAN (CPNet) and two data centers.

The number of apps handled through its one-stop digital stores has reached 100%. All public servants have a work email account for public services. The county has awarded more than 4,500 digital certificates to local organizations and individuals, with all holders applying digital signatures.

Bac Giang aims to provide 100% of Level 4 public services by the end of 2025 on various platforms, including mobile devices. Level 4 is the highest level of online utility, which allows users to complete and submit forms and pay fees online.

More than 95% of the documents and applications at the provincial level will be processed online while the rates for documents and applications processed online at the provincial and municipal levels should reach 85% and 65%, respectively.

By 2025, more than 60% of the supervision activities of the county’s state administration bodies will be carried out via the Internet. The digital economy will account for about 25% of the province’s regional GDP.

Bac Giang will have more than 800 digital enterprises and 100% of households and all administrative units at the community level will have access to the fiber-optic broadband network in the same year. Two smart cities will be built in Bac Giang City and Viet Yin District.

A total of 440 ICT companies operate in Bac Jiang, generating revenues of over VND 124 trillion ($5.35 billion). – VNA
