For a future-oriented university
The new reform aims to instill a digital culture among the youth. Training certificate will be required of students for graduation. Office programs, coding, digital marketing and cyber security… Students will need knowledge in these areas to earn their undergraduate degrees.
To ensure the attractiveness of Moroccan higher education, it is necessary to update the content and train more young people who are aware of the technological changes that the world is currently experiencing. In this sense, the Ministry of Higher Education launched the “National Plan to Accelerate the Transformation of Higher Education, Scientific Research and the Innovation Ecosystem” (ESRI Pact 2030).
This plan is based on a profound transformation of the higher education system with a modern university and completely revamped educational content. To achieve this, the Ministry cooperated with the concerned authorities through a series of consultations that will be held in various regions of the Kingdom according to a timetable for these regional meetings.
Halfway through, the Minister of Higher Education, Scientific Research and Innovation, Abdellatif Merawi, revealed the main lines of this reform and the new features that it should include during a press conference held last April. Meetings with stakeholders at the regional level will continue until June. They will be directed by the national bodies, followed by the presentation of the reform bill to Parliament.
The university is changing
Digital transformation is at the heart of this strategic plan that aspires to fully digital management, dedicated online services for students, educators, researchers, human resource management and online teaching platforms. After a series of meetings and consultations with universities and regions, the Minister of Higher Education presented a report on the mid-term evaluation of these meetings and his vision on this reform that should come into force at the beginning of the 2023 academic year. 2024. Along the same lines, a new concept will start in universities. These are programming schools like School 1337 created by OCP Group. They will take the name “Code 212” and will be accessible to students of all sectors. The new reform is a future-oriented university with flexible teaching where new technologies will feature prominently. It also aims to benefit from the distance education experience to provide practical courses available to all students. To build the educational model for the new reform, the ministry launched a digital platform. It is based on a co-construction approach with all stakeholders based on hearings and consultation at the regional level through regional meetings. The goal is to mobilize all stakeholders to prepare generations capable of facing the challenges of the future and providing innovative solutions for the development of the country.
Renewed educational content
It must be said that the current plan derives its essence from the priority choices of the new development model aimed at making digital a tool for transforming the business model of higher education, making it possible to offer diploma courses remotely and to a large number of students. The new development model recommends incorporating mastery of the fundamentals of digital technology into all courses, starting with the first course of higher education. Teaching in schools is no exception to the rule and will have to deeply modernize their programs and pedagogical methods to fully enter the twenty-first century.
